FINA To Lose Control Of Anti-Doping If IOC Has Its Way At October Olympic Summit

The International Olympic Committee is to hold a summit in October with the intention of overhauling the anti-doping system in a way that takes all control out of the hands of international federations such as FINA in favour of having all things in the hands of independent agencies.

The case for removing anti-doping from the control of bodies such as FINA has been backed by the World Swimming Coaches Association, while the meaning of independent remains to be seen and will be a key point of debate in October. For now the IOC says:

“An Olympic Summit will evaluate and review the entire doping programme and measures being taken for the Olympic Games Rio 2016. The IOC will continue to push for all testing independent from sports organisations and to harmonise national and international testing under the leadership of a new entity.”

In a statement confirming that move today, Olympic bosses also announced a doubling of the Rio 2016 testing budget and special scrutiny on nations that are non-compliant with the WADA Code.

Russia, Kenya and Mexico are singled out as nations named, while emphasis will be placed on “those sports which WADA has declared most affected”. That means track and field in the main, though others sports are on the list, just as other nations are.

Two weeks out from a vote on whether Russia track and field should be let back into the Games in time for Rio, the IOC starts its statement with these words:

“The fight against doping is a top priority for the IOC, which has established a zero-tolerance policy.”

An IAAF vote on June 17 and how the IOC reacts to that will be the judge of that.
