Tijuana, Mexico, December 2, 2016 – An International Technical Seminar for Liberos is under way at the FIVB NORCECA Regional Development Centre in Baja California, Mexico.
Theoretical and practical sessions started at the Multisports Building of the Baja California High Performance Centre, where Cuban instructor Ruben Sainz Rodriguez and NORCECA officials participated in the opening ceremony.
